Revive the Starter Arenas
It would be nice if the starter arenas (Ascalon, Yaks Bend, Shing Jea, and Kamadan) would have more reason to play there. I just left Shing Jea Arena and it was looking pretty sad. I went in there to map - but opportunities there are pretty bleak. Further, while I have been mapping I have noticed the same thing elsewhere.
I was thinking that allowing in more developed characters but reducing them to max level for that arena and limiting them to the skills available up to that map would be a good start. Just as a level 10 gets a bump when they arrive at GWEN, it could be done the other way around. Higher level charcters become restricted in number of attribute points, health, armor, and available skills for use when entering a lower level arena. Perhaps even weapon limits - weapons would only be as strong as what you could buy or collect in that area of maps.

Why? All the maps are already in RA. These areas are limited by level to encourage people to go to other forms of PvP. Its a teaser to get people interested in PvP. There is no reason why level 20 characters should spend their time "farming" bathazar faction in a form of RA which would have restriction on character builds.

Giving experienced players a reason to go back to the low-level arenas is a good way to keep new players from being interested in PvP because the new players will constantly lose to the experienced players.

Fitz doesn't want a reason for people to play ni low level arenas. Fitz wants a reason for high level characters to be able to map.
Maps are already in use, and low level people need a reason to move to high level PvP.

Reviving the starter arena has one thing good in it.
Making the game able to pick who joins a game. Here, it is putting same level players together, hence, all level players can go in and play any arena they want. The game just has to choose the same level players and put them together, come to think of it, the game already can do it, when they are selecting a suitable game for GvG, right.
Hence, by making the game able to choose who to put together as a team will be taking one step towards making the game able to choose Who NOT TO put together in a team. IE: not put together same guild and alliance tag of players or players on the same server together in a team in Random Arena or Costume Brawl or whereever it applies.
Or the game can choose 4 of the same, IE: 1 level 20, 2 mid level and 1 low leverl for Starter Arena. Developing the pick and choose system is good for any Arena in the game.
so i r /signed

low arenas are a sham. everyone gets ran thru for max armor then use tomes for elite skills if they are srs about them anyways.

/unsigned. There's a reason there's a level cap on those areas. Nothing says you can't make a new toon and go there and do that stuff.

i knew ppl who did this (minus elites)
its pretty lame tbh
i think they did it cuz they were tired of gettin pwnt in ra or sumptin lol
@op
i think a good solution would be to offer a non-repeatable quest
that has a decent reward
like perhaps a skill tome for ur profession and some plat or sumptin
the reward cant be -too- good tho and would need a lvl5 min requirement to prevent from being "farmed"
at least that way
new characters will want to go to the arena at least once
even if they're not gonna stick around and play it often
it keeps true to being a "transitional" arena
edit: another thought
perhaps offer increased exp for kills/wins in this arena
offer an alternative to levelling a low lvl character than quests and storyline
this solution actually partially solves the "twinked" charas from dominating since they'll very soon be too high of a level to enter

Factions and Nightfall have Hard Mode.
For pre-Searing a way to revisit there under a special effect like the BMP disguises would do. No inventory, only starting skills, not being able to trade or pick items... just being there, joining parties and making missed quests if you were a Prophecies character.
